TRANSMITTAL LETTER FOR BOARD MEETING OF JUNE 20, 2024

COMMITTEE ON REAL ESTATE

Mr. Brian A. Perkovich, Executive Director

Title

Authority to issue a 5-year permit to the United States Department of the Interior, U.S. Geological Survey to continue to operate, maintain, and remove a streamflow gauging station and rain gauge on District property located on the north bank of the Calumet Union Drainage Ditch and east of Dixie Highway in Markham, Illinois. Consideration shall be a nominal fee of $10.00

Body

Dear Sir:

Since 2006, the District has worked with the Department of the Interior, U.S. Geological Survey (“USGS”) on the maintenance and operation of streamflow gauging stations and rain gauges at various locations in Cook County through a joint funding agreement. These gauging stations provide valuable data that the District uses in the planning and design of capital improvement projects and in its Stormwater Management Program.

As part of this project, the District granted USGS a 5-year permit for the use of District property located on the north bank of the Calumet Union Drainage Ditch and east of Dixie Highway in Markham, Illinois, for a streamflow gauging station and rain gauge. The permit commenced September 19, 2019, and expires September 18, 2024.

USGS has requested a new 5-year permit to continue using this site for the streamflow gauging station and rain gauge. The District’s technical departments have reviewed USGS’ request and have no objections thereto.  A nominal fee of $10.00 is recommended as USGS is a governmental entity utilizing the property in furtherance of a public purpose.

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 5-year permit to the United States Department of the Interior, U.S. Geological Survey to continue to operate, maintain, and remove a streamflow gauging station and rain gauge on District property located on the north bank of the Calumet Union Drainage Ditch and east of Dixie Highway in Markham, Illinois. Consideration shall be a nominal fee of $10.00.

It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.

Requested, Susan T. Morakalis, General Counsel, STM:BJD:NOC:nl

Recommended, Brian A. Perkovich, Executive Director
