Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with T.Y. Lin International Great Lakes, Inc., to provide instructor-led refresher training for employees that work with high voltage electricity in accordance with updated information under the National Fire Protection Association (NFPA) 70E Standard.  The contract begins the last date of signature and remains in effect through December 31, 2024.

 

The purpose of this contract is to provide an instructor-led refresher training and the most recent and updated information on National Fire Protection Association (NFPA) 70E, Current Edition, Standard for Electrical Safety in the Workplace (Arc Flash Prevention and Protection) for approximately 200 employees.  The training sessions will be held at the District’s Stickney Water Reclamation Plant. All sessions are anticipated to be completed within (3) three weeks. Participants will be awarded Certificates of Participation and Continuing Education Credits.

 

On March 6, 2024, Request for Proposal 23-RFP-06 Arc Flash Training - NFPA 70E was advertised. On April 5, 2024, the District received and evaluated four (4) responsive proposals from the following vendors: Cardinal Compliance Consultants, LLC, Hygieneering, Inc., SEAM Group, LLC, and T.Y. Lin International Great Lakes, Inc.

 

The proposals were evaluated by staff from the Human Resources, Engineering, and Procurement and Materials Management Departments. Proposals were evaluated based on criteria such as: understanding of the project, approach to work, experience completing projects of similar scope, technical competence of the firm and assigned consultants, compliance with insurance requirements, submission of licenses/permits, and cost.  Following the preliminary evaluation of the proposals, highly rated proposers were invited to a finalist interview.

 

The finalist interviews were held on May 17th and May 20th, 2024.  On May 24, 2024, a solicitation was sent to the three (3) finalists requesting an unqualified “best and final offer”.  The “best and final offers” were received on May 31, 2024.

 

Based on the overall evaluation of the proposers, T.Y. Lin International Great Lakes, Inc., was selected to provide arc flash training.

 

T.Y. Lin International Great Lakes, Inc., has significant relevant experience and a high level of competency to provide an instructor-led refresher training for employees that work with high voltage electricity in accordance with updated information under the NFPA 70E Standard. Among the proposers, T.Y. Lin scored highest in technical review and competence, understanding the project, and approach to the work. They provided the best in quality training demonstration and scored almost perfectly for their training philosophy and ability to deliver the entire scope of services overall.

 

Inasmuch as the firm of T.Y. Lin International Great Lakes, Inc., possesses a high degree of professional skill, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement per Section 11.4 of the Purchasing Act, in an amount not to exceed $35,000.00.

 

The Diversity Section determined that this RFP should not contain goals for affirmative action participation. Affirmative action participation goals are applicable to District proposals where the total approved expenditure is in excess of one hundred thousand dollars ($100,000.00).  Since the cost estimate for this proposal will not exceed thirty-five thousand dollars ($35,000.00), affirmative action participation goals will not apply.

 

Funds being requested for the 2024 expenditure, in the amount of $35,000.00, are available in Account 101-25000-601100.
