Dear Sir:

 

On November 15, 2007, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Rehabilitation of One Crane 66” Iron Body, Double Disc Gate Valve, at the Stickney Water Reclamation Plant.

 

In response to a public advertisement of January 2, 2008, a bid opening was held on January 29, 2008.  The sole bid received for this contract is:

 

PUMPING SOLUTIONS, INC.                     $299,897.00

                                                                                                         

Six hundred seventy-six (676) companies were notified of this contract being advertised and fifteen (15) companies requested specifications.

 

The Purchasing Agent has reviewed the bidders’ list for this contract, and is satisfied that the market for this service has been adequately solicited.  A planholders’ survey revealed the following reasons for firms not bidding:  did not attend the mandatory pre-bid conference and could not comply with MPLA requirements.  In light of these findings, the Purchasing Agent is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.

 

Pumping Solutions, Inc., is proposing to perform this contract, all in accordance with our specifications.  The estimate for this contract was $250,000.00, placing the bid of $299,897.00, approximately 19.96 percent above this estimate.

 

Pumping Solutions, Inc., has executed the Multi-Project Labor Agreement certificate as required.  The trades anticipated to be utilized on this contract are Carpenters.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.  In order for Pumping Solutions, Inc., to comply with the Multi-Project Labor Agreement, they intend to subcontract to American  Midwest Industrial Corp., who is signatory to the Carpenters Union.

 

In view of the foregoing, it is recommended that this contract be awarded to Pumping Solutions, Inc., in an amount not to exceed $299,897.00, subject to the contractor furnishing a performance bond in form satisfactory to our Legal Department and approved by the Purchasing Agent.  Funds are available in Account 101-69000-612600.
