Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with PerkinElmer Health Sciences, Inc. (PerkinElmer) to furnish, deliver and install an Avio Max Inductively Coupled Plasma (ICP) Spectrometer and peripheral equipment, advanced training, and preventive maintenance at the Stickney Analytical Laboratory. This agreement will expire on August 30, 2024.

 

PerkinElmer, the sole-service provider of the Avio Max ICP, training, and preventive maintenance, has submitted pricing for the services required. The Avio Max ICP will replace a previous PerkinElmer ICP that is past its operational life span. PerkinElmer delivers vertical plasma torch design which allows extremely high sample matrix tolerance, as well as Flat Plate Plasma Technology which reduces consumption of argon and its cost. The patented PerkinElmer segmented-array charge-coupled device detector greatly reduces electronic noise. Additionally, the Analytical Laboratories Division uses other instruments from PerkinElmer and is familiar with their operating systems and protocols, which would reduce necessary training. The systems interface with other equipment and do not require additional configuration with different units.

 

The PerkinElmer computer-controlled ICP and ICP Instruments are used for the analysis of trace metals.  Trace metals are routinely analyzed in regulatory samples for the National Pollutant Discharge Elimination System (NPDES) permits for the District’s seven water reclamation plants, for the Sludge Quality Control Program, and for Industrial Waste samples required by the Sewage and Waste Control Ordinance, Chemical Toilet Wastes Disposal Ordinance, Environmental Remediation Wastewater Ordinance, and the USEPA approved Pretreatment Program.

 

PerkinElmer, the sole-service provider for the ICP and peripheral supplies, has submitted pricing for the goods and services required. Inasmuch as PerkinElmer is the only source of supply for the goods and services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

PerkinElmer is in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement (MPLA) is not applicable because the classification of work does not fall under the provision of the MPLA.

 

The Affirmative Action Ordinance is not included because PerkinElmer is the sole provider of the equipment and services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with PerkinElmer Health Sciences, Inc. in an amount not to exceed $125,758.05.

 

Funds are available in Accounts 101-16000-601100, 612970, and 634970.
