TRANSMITTAL LETTER FOR BOARD MEETING OF MARCH 6, 2008

COMMITTEE ON PURCHASING

Mr. Richard Lanyon, General Superintendent

Title

Authorization to amend the termination date on Contract 06-153-9D, Emergency Repairs to Service Tunnels A-B and C-D, at the Stickney WRP

Body

Dear Sir:

Authority to declare an emergency for Contract 06-153-9D, Emergency Repairs to Service Tunnels A-B and C-D, at the Stickney WRP, was approved by the Board of Commissioners on June 15, 2006. The emergency was originally set to terminate on February 16, 2007, however, the termination date was subsequently revised at the May 17, 2007 and September 6, 2007 Board Meetings to accommodate additional emergency repair work. The termination date for the emergency is currently March 31, 2008.

The repair work is ongoing and is expected to be substantially completed by March 31, 2008. However, some minor miscellaneous work will be required before the project can be closed out. The miscellaneous work consists of installing a walkway grating, pipe support hangers, and the removal of equipment and materials from the tunnels. Therefore, authority is requested to change the termination date from March 31, 2008 to May 30, 2008.

Construction is ongoing and is being performed on a time and materials basis, not to exceed $2,250,000.00. The Engineering Department anticipates that the monies remaining are sufficient to complete the work. Currently, approximately $2,000,000.00 of the approved amount has been expended.

This time extension is in compliance with the Illinois Criminal Code since it is due to not reasonably foreseeable circumstances, and is in the best interest of the District.

If further clarification is required, please advise the undersigned.

Requested, Joseph P. Sobanski, Chief Engineer, TEK:JKK:GR

Recommended, Darlene A. LoCascio, Purchasing Agent

Respectfully Submitted, Barbara J. McGowan, Chairman Committee on Purchasing

ORDERED passed by affirmative roll call vote of a majority of the Commissioners present this March 6, 2008.  Approved, President Terrence J. O’Brien
