Contract documents and specifications have been prepared for Contract 06-360-3S, Upper Des Plaines Intercepting Sewer 14B Rehabilitation.

 

The purpose of Contract 06-360-3S is to rehabilitate various segments of Upper Des Plaines Intercepting Sewer 14B, including all associated manholes and structures. The portions of the sewer covered by this project have never been rehabilitated.

 

The contract consists of rehabilitating 2,902 feet of 48-inch diameter sewer and 11,902 feet of 69-inch diameter sewer by cured-in-place pipe lining and/or the slip lining method and/or the fiber reinforced polymer lining process, rehabilitating 32 manholes/structures, the abandonment of one offset manhole, the abandonment of part of a control structure, and the abandonment of 85 feet of 3’-6” x 4’-6” pipe.

 

The necessary right-of-way documents are being acquired and will be approved and finalized by the relevant parties prior to award.

 

It is estimated that roughly 420 full time equivalent jobs will be created during this contract period.

 

The engineer’s estimated cost for this contract is between $13,410,200.00 and $16,233,400.00. The estimated cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $565,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 1,050 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day beyond the specified date for substantial completion and $300.00 for each calendar day beyond the specified date for final completion.

 

The Multi-Project Labor Agreement will be included in this contract. 

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The work under this contract should be classified as “General Construction.” The Socially and Economically Disadvantaged goals associated with this contract are Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), Small Business Enterprises (SBE), and Veteran-owned Business Enterprises (VBE). The associated goals are: 5 percent MBE and/or WBE, 5 percent SBE, and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Advertise                              July 14, 2021

Bid Opening                     August 17, 2021

Award                                      October 7, 2021

Completion                     September 4, 2024

 

Funds are available in Account 401-50000-645700.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 06-360-3S.
