Dear Sir:
Authority is requested by the Chief of Maintenance and Operations for the Board of Commissioners (Board) to declare an emergency to procure services and materials for Repair of a Centrate/Sludge Line on Plum Grove Road in Schaumburg, Illinois.
At approximately 2:30 pm on Saturday, May 3, 2008, the System Dispatcher reported that a substance resembling sludge was discovered on Plum Grove Road by the Village of Schaumburg. Pumping operations at the Egan WRP were halted. Site investigation indicated that centrate flushing water was at street level, indicating a leak in the centrate/sludge line. The catch basins were protected and a vacuum truck was ordered. The vacuum truck arrived onsite at approximately 7:00 pm and cleaned the street, catch basins and storm sewers. A report of the incident was made to the IEPA on Monday, May 5, 2008.
In accordance with GS Directive 95-2, the Chief of M&O declared an operational emergency to mobilize Joel Kennedy Constructing Corp. to begin immediate repairs. However, it is estimated that the $25,000.00 authorized by GS Directive 95-2 will not be sufficient to complete the emergency work.
Complete repair of the centrate/sludge line is deemed essential to the protection of public health, safety and the environment.
In accordance with Section 11.5 of the Purchasing Act, it is requested that the Board declare an emergency affecting public health and safety, and that the Board authorize the District to enter into an agreement with Joel Kennedy Constructing Corp. for Repair of a Centrate/Sludge Line of Plum Grove Road in Schaumburg, Illinois, Contract 08-700-01, in an amount not to exceed $100,000.00. Funds are available in Account 901-90000-667220 (Req. No. 1242195).
It is also requested that the Board fix the date on which the emergency is to terminate as June 30, 2008.
