Dear Sir:
On July 17, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 26-659-11, Agricultural Management, Agricultural Fieldside Mowing, and Fence Installation and Removal at Fulton County, Illinois.
In response to a public advertisement of November 19, 2025, a bid opening was held on December 9, 2025. The bid tabulation for this contract is:
GROUP A: AGRICULTURAL MANAGEMENT
KP FENCING LLC DBA FENCEPEORIA $750,072.00
C&J MOWING AND FENCING LLC $909,800.00
GROUP B: AGRICULTURAL FIELDSIDE MOWING
KP FENCING LLC DBA FENCEPEORIA $369,445.50
C&J MOWING AND FENCING LLC $450,773.10
GROUP C: FENCE INSTALLATION AND REMOVAL
KP FENCING LLC DBA FENCEPEORIA $149,850.00
C&J MOWING AND FENCING LLC $210,800.00
A review of the bidders for Groups A, B, and C submitted by KP Fencing, LLC dba FencePeoria (KP Fencing) and C&J Mowing and Fencing, LLC (C&J Mowing) by the Maintenance and Operations Department (M&O) revealed that the firms does not meet the technical and qualification specifications of the contract.
Therefore, the bids received from KP Fencing and C&J Mowing are considered non-responsive and rejected based on information above and in the public’s best interest. The Director of Procurement and Materials Management has notified these firms of this action.
The Maintenance and Operation Department will review the qualification requirements specified in the contract and will re-advertise the contract at a future date.
