Dear Sir:
On December 3, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 16-611-11 Repair and Alterations to Various Water Reclamation Facilities in the Stickney Service Area and Other Installations.
In response to a public advertisement of January 27, 2016, a bid opening was held on February 23, 2016. The bid tabulation for this contract is:
ANCHOR MECHANICAL, INC. $12,620,231.55
INDEPENDENT MECHANICAL INDUSTRIES, INC. $12,865,174.30
BROADWAY ELECTRIC, INC. $15,677,789.45
One thousand three hundred (1300) companies were notified of this contract being advertised and forty-three (43) companies requested specifications.
Anchor Mechanical, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $11,826,600.00, placing their bid of $12,620,231.55 approximately 6.7 percent above the estimate.
Anchor Mechanical, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report. The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 20 percent MBE, 20 percent WBE, and the bidder offers WBE credits to satisfy the SBE participation.
Anchor Mechanical, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required. It is anticipated that the following construction trades will be utilized on this contract: boilermakers, bricklayers, carpenters, electricians, instrument mechanics, hoisting engineers, machinists, painters, pipefitters, pipe coverers, plumbers, sheet metal workers, structural ironworkers, architectural ironworkers, laborers and truck drivers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 16-611-11, to Anchor Mechanical, Inc., in an amount not to exceed $12,620,231.55, subject to the contractors furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
The contract will expire twenty-four (24) months after approval of the Contractor’s bond. This contract will employ approximately 142,195 labor hours of various skilled and unskilled trades on an as needed basis.
Funds for the 2016 expenditures, in the amount of $6,057,258.00, are available in Accounts 101-67000, 68000, 69000-612600, 612650. The estimated expenditures for 2017 are $5,725,000.00 and for 2018 are $837,973.55. Funds for 2017 and 2018 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
