TRANSMITTAL LETTER FOR BOARD MEETING OF MARCH 6, 2008

COMMITTEE ON PURCHASING

Mr. Richard Lanyon, General Superintendent

Title

Report on Rejection of the Sole Bid for Contract 07-439-12, for Services to Remove Lead Containing Materials From Various District Locations for a Three-Year Period, Estimated Cost:  $60,000.00

Body

Dear Sir:

On November 2, 2006, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for services to remove lead containing materials from various District locations for a three-year period.

In response to a public advertisement of November 22, 2006, a bid opening was held on December 19, 2006. All bids were rejected as reported at the May 21, 2007 Board Meeting.

In response to a public re-advertisement of March 21, 2007, a bid opening was held on April 10, 2007.  The sole bid tabulation for this contract is:

NORTHWESTERN CONTRACTORS, INC.                     $130,003.00

Four hundred (400) companies were notified of this contract being advertised and six (6) companies requested specifications.

General Administration has informed the Purchasing Department that the Contract documents were inadvertently misplaced.  However, a review of the Report of Bid Opening indicates that the sole bid submitted by Northwestern Contractors, Inc. is approximately 116 percent above the engineer’s estimate.  General Administration has recommended that the sole bid be rejected.  The Purchasing Agent concurs with the recommendation.

General Administration has indicated that the contract will be cancelled and will not be re-advertised.

Respectfully submitted, Darlene A. LoCascio, Purchasing Agent, DAL:SB:klv
