Dear Sir:

 

On August 8, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 24-987-11, Specialty Railroad Track Services in the Stickney Service Area. 

 

In response to a public advertisement of September 18, 2024, a bid opening was held on October 15, 2024. The bid tabulation for this contract is:

 

HARBOUR CONTRACTORS INC                     $1,518,900.00

TRACK SERVICE, INC.                     $2,020,593.00

GFL ENVIRONMENTAL SVS USA INC                     $2,846,083.16

 

On November 7, 2024, the Board of Commissioners authorized the award of Contract 24-987-11, Specialty Railroad Track Services in the Stickney Service Area, to Harbour Contractors, Inc. (Harbour), in an amount not to exceed $1,900,000.00.

 

On November 21, 2024, Harbour sent a letter to withdraw their bid and will not execute the contract. No reason was given.

 

Therefore, Harbour has been notified that the award of this contract will be rescinded.

 

There was no bid deposit required on the contract.

 

As a result, Harbour will not be considered a responsible bidder in accordance with Section 70 ILCS 2605/11.11 of the Purchasing Act for a period of one year.

 

Maintenance & Operations Department will review the next low bidder.
