Dear Sir:

 

Contract documents and specifications have been prepared for Contract 25-821-21, Furnish, Deliver, and Install Grit Screw Conveyors at the Calumet Water Reclamation Plant, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to replace the traveling bridges in the aerated grit tanks at the Calumet Water Reclamation Plant with shaftless screw conveyors. The tanks will also be covered and connected to an existing exhaust fan.

 

The estimated cost for this contract is between $10,260,000.00 and $12,420,000.00. The estimated 2025, 2026, 2027, and 2028 expenditures are $200,000.00, $6,250,000.00, $4,100,000.00, and $250,000.00, respectively.

 

The bid deposit for this contract is $432,000.00.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D and Appendix V will be included in this contract. The type of work to be performed under the contract is within the “Mechanical” category for establishing utilization goals for Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE). The utilization goals for this contract are 20% MBE, 9% WBE, and 3% VBE. A supplier’s exception is recommended.

 

The tentative schedule for this contract is as follows:

Bid Opening                           October 14, 2025

Award                                              November 20, 2025

Completion                             December 31, 2028

 

Funds for 2025 are available in Account 201-50000-645750. Funds for the following years, 2026, 2027, and 2028, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-821-21.
