Declaration of an emergency affecting public health and safety at Main Office Building Annex, 111 E. Erie Street, Chicago, Illinois 60611

Dear Sir:

 

On August 22, 2024, the Marriott Residence Inn hotel (“Marriott”) located above the Main Office Building Annex (MOBA) experienced a catastrophic failure of its water heating system.  This caused flooding of the MOBA in the overnight hours. Marriott engaged BluSky Restoration Services (“BluSky”) to begin remediation. Significant damage occurred on floors 3 - 7 of MOBA, including all four of the MOBA elevators.

 

Marriott is the manager of floors 8 through 20 of the 101-111 Erie Street Building (“Building”), with 101 Erie Hotel, LLC (“Erie Hotel, LLC”) being the owner of those floors. The District owns floors 1 through 7 and the lower levels of the Building and there is an agreement between the District and Erie Hotel, LLC relative to each party’s rights and responsibilities relative to the overall Building.

 

To keep the remediation and restoration process moving forward, the District needs to provide initial outlays for the following:

                     Printing

                     Document restoration

                     Elevator repairs

                     Replacement of network technology switches

                     Moving Services and temporary storage

 

It is anticipated that other needs, including reconstruction, may arise that need to be addressed under this emergency declaration.  All expenses related to this loss will be tracked and the District will seek reimbursement from the owner of floors 8-20, Erie Hotel, LLC.

 

In accordance with Section 11.5 of the Purchasing Act, the Board of Commissioners was polled and tentatively declared an emergency affecting public health and safety. The emergency declaration allows the Executive Director to expend the amount needed to resolve the emergency.

 

In consideration of the above, and in accordance with Section 11.5 of the District’s Purchasing Act, 70 ILCS 2605/11.5, it is requested that the Board of Commissioners formally declare an emergency affecting public health and safety to address the flooding of MOBA.

 

It is also requested that the Board of Commissioners fix the date on which the emergency is to terminate as February 28, 2025. A full report of the resolution of the emergency will be presented to the Board of Commissioners at a future meeting.

 

Funds are available in Account 901-30000-667220.
