Dear Sir:

 

Authorization is requested to enter into an Intergovernmental Agreement (IGA) with and make payment to the Illinois Department of Transportation (IDOT) for the IDOT 55th Street Relief Sewer - West Phase II in Countryside (24-IGA-21), in an amount not to exceed $1,621,500.00.

 

On April 21, 2022, the Board of Commissioners authorized the District to negotiate an IGA with IDOT for design, construction and maintenance of a new storm sewer in 55th Street to provide flood relief in the city of Countryside. IDOT, as part of their roadway reconstruction Contract 60R50, will be performing roadway and drainage improvements along 55th Street, from Catherine Avenue to Dansher Avenue and along LaGrange Road, from Plainfield Road to approximately 57th Street. As part of the District’s Plainfield Road Corridor study (Contract 14-112-5C), the District determined that a new storm sewer in the 55th Street right of way could reduce flooding impacting residential structures as well as local roadways in the city of Countryside. It was determined that the new storm sewer could be constructed most efficiently by collaborating with IDOT in connection with their roadway improvements under their Contract 60R50. The sewer will be designed, constructed, and maintained by IDOT and the District will collaborate on the design and provide funding towards installation of the new storm sewer.

 

Contract 60R50 is on schedule for IDOT’s November 2024 and is anticipated to be constructed in 2025. IDOT’s contracting requirements will govern this work and include provisions for Disadvantaged Business Enterprise participation.

 

The District and IDOT have agreed in principle to the terms of an IGA, which include payment by the District for the cost of the new relief sewer in an amount not to exceed $1,621,500.00. Once the IGA is executed, a lump-sum payment will be made by the District to IDOT. The terms of the IGA include the District paying the actual cost of the sewer installation, which may later require an additional request for District funding to cover actual costs exceeding the amount above. 

 

Based on the foregoing, it is respectfully requested that the Board of Commissioners grant authority to enter into an IGA with and make payment to IDOT in the amount of $1,621,500.00, by direct voucher. It is further requested that the Chairman of the Committee on Finance, Executive Director and Clerk be authorized to execute said agreement on behalf of the District, as well as any documents necessary to effectuate the transaction and conveyance, upon approval by the Director of Engineering as to technical matters and by the General Counsel as to form and legality.
