On December 4, 2014, the Board of Commissioners authorized the Director of Procurement and Materials Management to issue a purchase order and enter into an agreement with V3 Companies of Illinois, Ltd. (V3) for professional engineering services for Contract 14-821-5C, Stormwater Master Plan for the Roberts Road Drainage Area, in an amount not to exceed $1,402,723.52. The contract expires on July 31, 2016.
There have been no prior change orders.
V3’s work under Contract 14-821-5C involves determining locations and causes of local flooding and to develop conceptual level alternatives and construction cost estimates to reduce flood damages. This is one of five Stormwater Master Plans the District currently has underway. A key component of the Stormwater Master Plans is to identify opportunities for flood protection improvements, such as plumbing reconfigurations, cisterns, and rain gardens, to be installed within residential lots. During the course of this study, we have determined it would be worthwhile to determine the cost to install these improvements on a widespread scale throughout the Chicagoland area. In order to complete this work, V3 will consult with various contractors to determine the potential cost savings if this project were implemented on a block-by-block basis. Given V3’s recent work on the Roberts Road Masterplan, they are ideally suited to prepare this additional investigation.
Related to Stormwater master planning for Cook County, District and Forest Preserve District of Cook County (FPDCC) staff have met numerous times in the past year to discuss potential options for FPDCC holdings to play a role in addressing flooding in Cook County. One concept FPDCC is willing to further investigate is the possibility of allowing currently flood prone properties to retain additional floodwater without altering existing topography of FPDCC property. V3 has extensive knowledge of area watersheds and the District’s watershed plan modeling, which will be used to identify potential locations for further discussion with FPDCC. It is recommended V3 evaluate potential opportunities to store additional floodplain volume on property owned by the Forest Preserves of Cook County. Information gathered on possible storage sites within the Forest Preserves will allow District staff to further recent discussions on this topic between the two agencies.
This work can be completed with the remaining funds of this contract.
This change order is in compliance with the Illinois Criminal Code since the change is due to circumstances not reasonably foreseeable at the time the contract was signed, and is in the best interest of the District.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute an amendment to amend the scope of work and agreement with V3 Companies of Illinois, Ltd., with no change in total contract amount.
