Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for Contract 25-RFP-14 TARP Mainstream Tunnel Inspection from drop shaft DS-M114N to construction shaft CS-ADD, at the request of the Engineering Department. The contract work is anticipated to begin on March 5, 2026, and end on December 31, 2027. 

 

The purpose of this contract is to provide professional services to develop and conduct a full-scale inspection of the existing Mainstream deep tunnel from drop shaft DS-M114N, the northern most drop shaft located adjacent to the Wilmette Pump Station, to the construction shaft CS-ADD in Clark Park, near Addison and Rockwell Streets in Chicago, to assess the tunnel conditions and recommend corrective action, as necessary. The existing Mainstream Tunnel was originally constructed in 1981 under Contract 72-049-2H as part of the Tunnel and Reservoir Plan (TARP) to minimize pollution and flooding by capturing combined sewage overflows during storm events, holding the water until the storm subsides and treating the water when the reclamation plant has capacity. In order to maintain this asset, an inspection is required to determine the condition of the system.  

 

It is anticipated that the contractor will utilize remote technology to perform the inspection. The extent of the inspection scope includes 5.26 miles of 30-foot and 4.54 miles of 22-foot diameter rock tunnels, 34 drop shafts, two construction shafts, and associated connecting tunnels. This will be the first comprehensive inspection of this infrastructure since it was placed into service.

 

The scope of work includes: (1) reviewing documentation and developing a work plan to assess the condition, safety, and functionality of the tunnel system; (2) coordinating, scheduling, and performing the inspections; (3) developing a condition assessment and recommended actions report, and (4) providing supplemental services as may be required by this work.

 

The estimated cost of this RFP is $1,200,000.00. The estimated 2026 and 2027 expenditures are $442,105.26 and $757,894.74 respectively.

 

A bid deposit is not required for this RFP.

 

The Minority-owned Business Enterprise (MBE) and Women-owned Business Enterprise (WBE) Policy Requirements, Appendix A, will be included in this RFP. The associated MBE and WBE individual goals are 20 percent MBE and 10 percent WBE.

 

The tentative schedule for this contract is as follows:

Funds are being requested in 2026 and 2027, in Account 201-50000-612440, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-RFP-14.
