Contract documents and specifications have been prepared for Contract 15-829-1S, Television Inspection and Recording of Sewers and Manholes at various Locations.

 

The purpose of this contract is to have a contractor available to inspect and record sewers and manholes over a three-year period. The information will be used to update condition assessments of District's sewers and prioritize repair and rehabilitation work.

 

The contract consists of several different methods to inspect sewers, including video inspection, laser profiling, sonar inspection and multi-sensor inspection. Also included are video recording of manholes, laser profiling of manholes, video recording of TARP structures, scheduled cleaning services, emergency cleaning services, relining smaller diameter sewer, and material disposal.

 

The estimated cost for this contract is between $2,350,000.00 and $2,850,000.00. The estimated cost range will be stated in the advertisement for bids. The estimated 2020, 2021, 2022, and 2023 expenditures are estimated at $225,000, $1,000,000, $1,000,000, $600,000, respectively.

 

The bid deposit for this contract is $120,000.00.

 

The contract specifications require that all work shall be completed within 1,095 calendar days after approval of the contractor’s bond.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Construction Services” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), Small Business Enterprises (SBE) and/or Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE, SBE, and VBE utilization goals for this contract are: 7 percent MBE and/or WBE, 7 percent SBE, and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Advertise                     June 3, 2020

Bid Opening                     July 7, 2020

Award                                 August 6, 2020

Completion                     August 5, 2023

 

Funds for 2020 in the amount of $250,000.00 are available in Account 101-50000-612240. Funds for subsequent years, 2021, 2022, and 2023, from Account 101-50000-612240 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 15-829-1S.
