Dear Sir:

 

On March 7, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 24-106-11, Whole Effluent Toxicity Testing for Compliance with the National Pollutant Discharge Elimination System Permits for Various Water Reclamation Plant.

 

In response to a public advertisement of April 10, 2024, a bid opening was held on April 30, 2024. The bid tabulation for this contract is:

 

ECOANALYSTS, INC.                                          *$6,630.00

ENVIROSCIENCE, INC.                                          $11,220.00

EA ENGINEERING, SCIENCE AND TECHNOLOGY INC PBC                                          $13,200.00

TEKLAB, INC.                                          $14,400.00

EcoAnalysts, Inc., the low bidder, did not bid all items required and indicated that they cannot perform the service for Item 3, Ceriodaphnia dubia Acute Toxicity Test, which is required in the contract documents. Therefore, this bidder is considered non-responsive and rejected. The Director of Procurement and Materials Management has informed EcoAnalysts, Inc., of this action.

 

EnviroScience, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $15,000.00, placing their bid of $11,220.00 approximately 25.0 percent below the estimate.

 

The Multi-Project Labor Agreement (MPLA) was not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

 

The contract will expire on December 31, 2025.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order for Contract 24-106-11 to EnviroScience, Inc., in an amount not to exceed $11,220.00.

 

No bid deposit was required for this contract.

 

Funds are available in Account 101-16000-612490.
