Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for Contract 25-RFP-21 Rebuild of Dewatering Facility, CWRP, at the request of the Engineering Department. The contract work is anticipated to begin on April 23, 2026, and end on October 13, 2028.

 

The purpose of this contract is to rebuild the dewatering facility at the Calumet Water Reclamation Plant. The project includes installing new centrifuges and other equipment, rehabilitating the facility, constructing two new digested sludge storage tanks, and installing new structures and utilities necessary for operation. Due to the Chicago Transit Authority’s (CTA) Red Line extension, trucking digested sludge from the lagoons to the drying beds will no longer be practical. Rebuilding the existing dewatering facility will enable digested sludge to be mechanically dewatered instead of using the existing lagoons. Additionally, all dewatering facility buildings will be upgraded to meet the current National Fire Protection Association codes. The CTA has agreed to reimburse the District for a portion of the cost to rebuild the facility and make it operational. Details of the Intergovernmental Agreement are still being finalized, and the expectation is that the CTA will reimburse the District approximately $45,510,000.00.

 

The project will be executed using the design-build delivery format, which will include two phases. Phase 1 will include professional engineering design and pre-construction services. Phase 2 will include construction and post-award professional engineering services.

 

The estimated cost for this RFP is $71,500,000.00.

 

A bid deposit is not required for this RFP.

 

Appendix A and Appendix V are included due to the scope of work outlined in this RFP. The Socially and Economically Disadvantaged Goals associated with this contract are established at 20% Minority-owned Business Enterprises (MBE), 10% Women-owned Business Enterprises (WBE), and 3% Veteran-owned Business Enterprises (VBE). The MBE, WBE and VBE goals are not applicable to any services procured from the centrifuge equipment manufacturer, Alfa Laval Inc., as this specialized work is specific to the centrifuge equipment being supplied.

 

The tentative schedule for this contract is as follows:

Bid Opening                     January 16, 2026

Award                     February 19, 2026

Completion                     October 13, 2028

 

Funds are being requested in 2026 in Accounts 401-50000-612450, 645650, and 645750, and are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-RFP-21.
