Consideration shall be a nominal fee of $10.00

Dear Sir:

 

The City of Evanston (“Evanston”) leases several District parcels along the North Shore Channel (“NSC”) for public recreational purposes under a lease that commenced December 1, 1966, and expires May 31, 2032. One of those parcels is NSC Parcel 2.07, which is part of the public golf course currently known as The Evans at Canal Shores.

 

Evanston recently approved a major redevelopment project planned by Northwestern University (“Northwestern”) to its football stadium, Ryan Field, which is located west of NSC Parcel 2.07. As part of that redevelopment project, a storm sewer, outfall, and appurtenances thereto will be constructed to discharge stormwater into the NSC. The proposed sewer route requires Evanston to obtain a 75-year, approximately 6,098± sq. ft. non-exclusive easement on NSC Parcel 2.07 to construct, operate, and maintain this sewer infrastructure.

 

The District’s technical departments have reviewed Evanston’s request, including the plans for the sewer infrastructure, and have no objections thereto. In addition, the District’s Local Sewers Systems Section has issued a WMO permit for the overall redevelopment project to Northwestern and Evanston as co-permittees. Northwestern will be constructing the sewer infrastructure pursuant to a separate agreement with Evanston. A nominal fee of $10.00 is recommended as is customary for government agencies using District property for public purposes.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the District to grant the City of Evanston a 75-year, approximately 6,098± sq. ft. non-exclusive easement to construct, operate, and maintain a storm sewer, outfall, and appurtenances thereto on the west side of the North Shore Channel extending from Bryant Avenue and Chancellor Street in Evanston, Illinois; North Shore Channel Parcel 2.07. Consideration shall be a nominal fee of $10.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said easement agreement after it is approved by the General Counsel as to form and legality.
