Authority to increase purchase order and amend the agreement with Geosyntec Consultants for Contract 04-RFP-15, Risk Assessment of Human Health Impacts of Disinfection vs. No Disinfection of the Chicago Area Waterways, in an amount of $95,987.00, from an amount of $887,424.00, to an amount not to exceed $983,411.00, Account 401-50000-601170, Purchase Order 3033062

Dear Sir:
On June 16, 2005, the Board of Commissioners (Board) passed an order authorizing the Purchasing Agent to issue PO 3033062 and enter into an agreement with Geosyntec to perform risk assessment of human health impacts of disinfection vs. no disinfection of the Chicago Area Waterways (CAWs), in an amount not to exceed $420,898.00. Originally, the contract was scheduled to expire on December 31, 2006.
On April 6, 2006, the Board authorized the first increase by an amount of $354,414.00, from $420,898.00 to $775,312.00 and extended the contract through March 31, 2007.
On February 1, 2007, the Board authorized a second increase in the amount of $12,112.00, increasing the PO from $775,312.00 to $787,424.00. (There was no change in the contract termination date of March 31, 2007.)
On October 18, 2007, the Board authorized a third increase in the amount of $100,000.00 from $787,424.00 to $887,424.00 and extended the contract through December 31, 2007.
The additional funding will cover an increase in the scope of work by completion of the following tasks:
1. Preparation and delivery of testimony to the Illinois Pollution Control Board (IPCB) related to the CAWs Use Attainability Analysis (UAA) rulemaking R08-9 by Geosyntec.
2. Preparation and delivery of testimony to the IPCB related to the CAWs UAA rulemaking R08-9 by Dr. Ernest Blatchley of Purdue University, hired by Geosyntec.
3. Preparation of two peer-reviewed journal articles summarizing project results.
4. Preparation of responses to technical review comments by the EPA and Dr. Charles Haas regarding the finalized version of the dry and wet weather microbial risk assessment report to be prepared by Geosyntec.
As a result, it is estimated that this project will continue through December 31, 2008.
The change order is in compliance with the Illinois Criminal Code since the change order is due to circumstances not reasonably foreseeable, and is in the best interest of the Metropolitan Water Reclamation District of Greater Chicago.
It is hereby requested that the Board authorize the Purchasing Agent to execute a change order to increase the PO and amend the agreement, in an amount of $95,987.00 (10.8 percent of the current contract value), from an amount of $887,424.00 to an amount not to exceed $983,411.00.
Funds are available in Account 401-50000-601170, Bond Fund.
