TRANSMITTAL LETTER FOR BOARD MEETING OF NOVEMBER 5, 2026

COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Executive Director

Title

Authority to increase Contract 20-161-3S Salt Creek Intercepting Sewer No. 3 Rehabilitation, SSA, to Inliner Solutions, LLC in an amount of $415,000.00, from an amount of $18,972,437.27, to an amount not to exceed $19,387,437.27, Account 401-50000-645700, Purchase Order 4000120

Body

Dear Sir:

On November 7, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 20-161-3S Salt Creek Intercepting Sewer No. 3 Rehabilitation, SSA, to Inliner Solutions, LLC (Inliner), in an amount not to exceed $19,872,654.00, plus a five (5) percent allowance for change orders in an amount of $993,632.70, for a total amount not to exceed $20,866,286.70. The scheduled contract completion date is February 11, 2027.

As of October 16, 2026, the attached list of change orders has been approved.

Original Contract Amount                     $19,872,654.00

Date of Board Approval                     11/7/2024

Cumulative Change Order (10/16/2026)                     -$900,216.73

% Change of Original Contract Value                     -4.53%

Current Contract Value                     $18,972,437.27

Requested Increase                     $415,000.00

New Contract Value                     $19,387,437.27

% Change of Current Contract Value                     2.19%

Total % Change of Original Contract Value                     -2.44%

On March 6, 2025, the Board of Commissioners authorized an increase of $115,000.00 to the contract to incorporate unit price items, including 3,000 gallons of injection grouting at $15.00 per gallon and 100 cubic feet of sewer repair at $700.00 per cubic foot. These items are necessary to control groundwater infiltration and repair deteriorated or missing concrete prior to sewer lining. As sewer cleaning and inspection has progressed, additional areas requiring injection grouting and sewer repair have been identified, exceeding the original estimated quantities. This change order provides for an additional 9,000 gallons of injection grouting and 400 cubic feet of sewer repair, at the same unit prices, for a total amount not to exceed $415,000.00. The work will continue to be performed on a fixed unit price basis as needed. The contractor accepted the engineer’s counteroffer cost proposal (CO-11) for an extra in the amount of $415,000.00 and a credit in the amount of $0.00, for a net extra in the amount of $415,000.00. The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence CO11 that the Engineering Department would recommend its approval.

This change order is in compliance with the Illinois Criminal Code since the change is due to circumstances not reasonably foreseeable at the time the contract was signed, and is in the best interest of the District.

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 20-161-3S in an amount of $415,000.00 (2.19% of the current contract value), from an amount of $18,972,437.27, to an amount not to exceed $19,387,437.27.

Funds are available in Account 401-50000-645700.

Requested, Catherine A. O’Connor, Director of Engineering, KMF:LS

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management

Respectfully Submitted, Precious Brady-Davis, Chairperson Committee on Procurement
