Dear Sir:

 

On September 18, 2008, the Board of Commissioners authorized the Purchasing Agent to advertise for bids, Contract 09-693-11, Use of a Sanitary Landfill Site.

 

In response to a public advertisement of October 22, 2008, a bid opening was held on November 18, 2008.  The bid tabulation for this contract is:

 

GROUP A:  LASMA

LAND AND LAKES COMPANY                     $110,418.00

ENVIRONTECH, INC.                     $135,795.00

 

GROUP B:  CALSMA

LAND AND LAKES COMPANY                     $35,167.50

ENVIRONTECH, INC.                     $62,235.00

 

Two hundred eighty-eight (288) companies were notified of this contract being advertised and ten (10) companies requested specifications.

 

The quantities specified in Groups A and B of the contract documents were used for the purpose of comparing bids and establishing unit prices.  The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $118,000.00.

 

Land and Lakes Company, the lowest responsible bidder for Groups A and B, is proposing to perform the contract in accordance with the specifications.

 

The estimated cost for Groups A and B of the contract was $118,000.00, placing the total bid for Group A and Group B of $145,585.50, approximately 23 percent above the cost estimate.

 

The Multi-Project Labor Agreement (MPLA) was not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

In view of the foregoing, it is recommended that the Purchasing Agent be authorized to award Contract 09-693-11, for Groups A and B, to Land and Lakes Company, in an amount not to exceed $118,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Purchasing Agent.

 

Funds are available in Account 101-66000-612520.
