Mr. Brian A. Perkovich, Executive Director

Title

Authority to advertise Contract 24-109-11 Furnish and Deliver a Gel Permeation Chromatograph System in the Organic Compounds Analytical Laboratory at the Egan Water Reclamation Plant, estimated cost $45,000.00, Account 101-16000-634970, Requisition 1616808

Body

Dear Sir:

Contract documents and specifications have been prepared to furnish and deliver a Gel Permeation Chromatograph System (GPC). This system is necessary for purifying Chicago area waterway and industrial waste samples before analysis on the Gas Chromatograph-Mass Spectrometer. Failure to use this system for sample purification could jeopardize the integrity of our analyses and potentially damage the delicate instrumentation. This contract will end December 31, 2024.

The objective of this contract is to ensure that the Organic Compounds Analytical Laboratory (OCAL) can consistently deliver reliable, high-quality, and repeatable results to its end-users while meeting reporting limit requirements. These end-users include the Industrial Waste Division, which relies on OCAL laboratory results to monitor industrial users for compliance with local ordinances.

The estimated cost for this contract is $45,000.00.

A bid deposit is not required for this contract.

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because this is a furnish and deliver contract.

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

The tentative schedule for this contract is as follows:

Advertise                     June 5, 2024

Bid Opening                     June 25, 2024

Award                     August 8, 2024

Completion                     December 31, 2024

Funds are available in Account 101-16000-634970.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-109-11.

Requested, Edward W. Podczerwinski, Director of Monitoring and Research, EWP:RA:JC:SM:al
