Dear Sir:
Request for Proposal (RFP) documents have been prepared for professional engineering services for the Stickney Water Reclamation Plant (WRP) Biosolids Management Strategy at the request of the Monitoring and Research Department. This contract is anticipated to begin in 2024 and end December 31, 2026.
The purpose of this contract is to assist the Metropolitan Water Reclamation District of Greater Chicago (District) with the development of a biosolids management facility for the Stickney WRP. The request is to address required processing capacities and is consistent with the District’s Strategic Plan as it pursues opportunities to recover, reuse, and monetize resources and is a success measure under Strategic Goal #1: Resource Management. Through this RFP, a strategy will be developed to replace the existing biosolids pelletizing facility at the end of its useful life, with a new biosolids management facility to process the biosolids from the Stickney WRP. This work will consider proven technologies at the District’s requisite scale.
The estimated cost of this contract is $1,500,000.00. The estimated expenditures for 2024, 2025, and 2026 is $500,000.00, $950,000.00, $50,000.00, respectively.
A bid deposit is not required for this RFP.
Appendix A and Appendix V will be included in this RFP. The type of work to be performed under this contract is within the professional services category for establishing Minority-owned Business Enterprises (MBE), Woman-owned Business Enterprises (WBE), Small Business Enterprises (SBE), and/or Veteran-owned Business Enterprises (VBE) goals. The MBE, WBE and/or SBE goals for this contract are 20 percent MBE, 10 percent WBE, and 3 percent VBE.

Funds are being requested in Account 201-50000-612430 for 2024 and subsequent years and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-RFP-19.
