Authorization to accept the bid for Contract 17-698-12 (Re-Bid) Sale of Composted Biosolids at HASMA for no charge to the District from Saje Gro, LLC

Dear Sir:
At its meeting of August 3, 2017, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise Contract 17-698-11 Sale of Composted Biosolids.
In response to a public advertisement of August 30, 2017, a bid opening was held on September 19, 2017. No bids were received for this contract.
In response to a public re-advertisement of October 25, 2017, a bid opening was held on November 14, 2017. The bid tabulation for this contract is:

Four hundred eighty-eight (488) companies were notified of this contract and eight (8) companies requested bid documents.
The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract, and is satisfied that the market for this service has been adequately solicited. A planholders’ survey revealed the following reason for not bidding: could not gather the information in time to submit a bid. In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.
Saje Gro, LLC submitted a proposal for Group A1 only. They proposed to remove 3 increments (1,000 tons each) from the Harlem Solids Management Area (HASMA) in Forest View, Illinois. Saje Gro, LLC proposes to use the composted biosolids for soil amendment.
In view of the foregoing, it is requested that the Director of Procurement and Materials Management be authorized to accept the bid for Contract 17-698-12 (Re-Bdi) from Saje Gro, LLC.
This contract may be re-advertised in the future for the remaining material.
