Dear Sir:

 

On August 2, 2018, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 18-803-31, Gravity Concentration Tank Rehabilitation at the Calumet Water Reclamation Plant.

 

In response to a public advertisement of May 29, 2019, a bid opening was held on June 25, 2019.  The sole bidder was rejected as reported at the Board meeting of September 5, 2019.

 

Authorization to increase cost estimate from $1,650,000.00 to $2,300,000.00 was approved at the Board meeting of November 21, 2019.

 

In response to a public re-advertisement of December 18, 2019, a bid opening was held on February 11, 2020.  The bid tabulation for this contract is:

 

INDEPENDENT MECHANICAL INDUSTRIES, INC.                     $2,295,800.00

IHC CONSTRUCTION COMPANIES, L.L.C.                     $2,360,000.00

JOSEPH J. HENDERSON & SON INC.                     $2,458,000.00

BROADWAY ELECTRIC, INC.                     $2,663,000.00

                    

 

Independent Mechanical Industries, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $2,300,000.00, placing their bid of $2,295,800.00 less than 1 percent below the estimate. 

 

Independent Mechanical Industries, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D and Appendix V as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Small Business Enterprise (SBE), and Veteran-Owned Business Enterprise (VBE) utilization goals for this contract are 26 percent MBE, 17 percent WBE, and the bidder offers WBE credits to satisfy SBE participation.  The bidder has committed to 4 percent for VBE participation.

 

Independent Mechanical Industries, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  carpenters, electricians, hoisters, ironworkers, machinists, millwrights, painters, pipefitters, plumbers and truck drivers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will require approximately fifteen (15) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 18-803-32 (Re-Bid) to Independent Mechanical Industries, Inc., in an amount not to exceed $2,295,800.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

The contractor shall complete all work within four hundred and fifty (450) calendar days after approval of the Contractor’s bond.

 

Funds are available in Account 401-50000-645650.
