Dear Sir:
On October 17, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 01-103-AS 39th Street Conduit Rehabilitation - Phase II, SSA, to Michels Trenchless, Inc. in an amount not to exceed $39,418,164.03, plus a five (5) percent allowance for change orders in an amount of $1,970,908.20, for a total amount not to exceed $41,389,072.23. The scheduled completion date is November 16, 2026.
As of June 6, 2025, the attached list of change orders has been approved.

After reviewing the sewer condition, it was found that additional scope items are needed to complete the sewer rehabilitation work effectively, including injection grouting to stop water infiltration prior to lining, spalling rehabilitation in areas where the sewer has severe deterioration, and manhole frame and cover rehabilitation. Work will be performed on a fixed unit price basis as needed for each of these items. The contractor submitted cost proposal (CO-2) for an extra in the amount of $2,708,547.25. The engineer reviewed the proposal and submitted a counterproposal in the amount of $1,245,780.90, which was accepted by the contractor, and stated via correspondence CO02 that the Engineering Department would recommend its approval.
This change order is in compliance with the Illinois Criminal Code since the change is due to circumstances not reasonably foreseeable at the time the contract was signed and is in the best interest of the District.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 01-103-AS in an amount of $1,245,780.90 (3.13% of the current contract value), from an amount of $39,863,453.03, to an amount not to exceed $41,109,233.93.
Funds are available in Account 401-50000-645700.
