Dear Sir:

 

Authorization is requested to issue a purchase order with McCrometer, Inc. (McCrometer) to furnish and deliver twenty-five (25) FL1500 Series Flow Control Flowmeters and accessories at the Stickney Industrial Waste Division (IWD). This purchase order will expire on December 31, 2025.

 

The FL1500 Series Flow Control Flowmeters will replace existing units that are beyond repair and have exceeded their operational lifespan. The FL1500 Series Flow Control Flowmeters work in conjunction with and are only compatible with the Hach automatic samplers that the IWD is currently utilizing. The FL1500 Series programming has proven to be the most accurate and the most dependable for wastewater collection with the various discharge conditions encountered by the IWD field staff. Other flowmeter/automatic sampler combinations have failed to be as reliable or as accurate. Programming errors have resulted in missed samples or studies being nullified due to equipment/program failure. The FL1500, when used in tandem with the existing Hach samplers, ensures the consistency, efficiency,

and programming flexibility required for IWD field operations. Its software represents the next generation of a platform the IWD has successfully relied on for over 25 years, offering continuity, minimal training transition, and reduced risk of integration failure.

 

The FL1500 Flow Control Flowmeter is primarily used to utilize internal microprocessors to solve selectable flow equations for a variety of primary measurement devices and for totalizing flow. Flow data will be stored in the microprocessor memory of the unit and will be retrievable. The data obtained from the analysis of these samples is utilized in determining an industrial user’s compliance with local and categorical pretreatment standards, as set by the Sewage and Waste Control Ordinance, and the USEPA Pretreatment Program. This data determines the District’s User Charge revenue.

 

McCrometer, the sole-service provider for the FL1500 Series Flow Control Flowmeter, has submitted pricing for the goods required.  Inasmuch as McCrometer is the only source of supply for the goods required, nothing would be gained by advertising for bids (Section 11.4 of the purchasing Act).

 

McCrometer is not registered to transact business in the State of Illinois but has submitted a certificate of good standing from the State of Delaware. The Director of Monitoring and Research has given approval to move forward with this vendor.

 

The Multi-Project Labor Agreement (MPLA) is not applicable because the classification of work does not fall under the provision of the MPLA.

 

The Affirmative Action Ordinance is not included because McCrometer is the sole provider of the equipment.

 

Funds for the 2025 expenditure, in the amount of $193,776.25 are available in Account 101-16000-634970.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order with McCrometer in an amount not to exceed $193,776.25.
