Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Millan Chicago, LLC, to provide individual coaching and training services for a three-year period.

 

The purpose of this contract is to engage the services of a Proposer to conduct individual coaching for selected managers whose current needs include progressive corrective coaching (PCC); improving effective communication skills in employee interactions; acknowledging and handling different workstyles among employees; improving skills in managing different workplace personalities; improving coaching and leadership skills; handling difficult situations and conversations with diplomacy and tact; and learning to create a motivating environment.  The selected firm must conduct validated assessments of managers to provide feedback and coaching services to each participant over the span of the contract, as needed. As an option, the District may request that the firm create individual development plans based on assessment results and performance feedback. The goal is to refine the managers’ existing skills or acquire new skills required to develop, lead and coach their own teams successfully.

 

On September 20, 2023, Contract 23-RFP-11 Individual Coaching and Training Services for a Three-Year Period was advertised.  The District received nine (9) proposals on October 20, 2023, from the following vendors: AMS Consulting Services, Inc., Bliss Dream Love Coaching, Communica Global, LLC, Lake Forest Graduate School of Management, Millan Chicago, LLC, N2Growth, LLC, Noble Leadership Institute, LLC, Ricketts Consulting, LLC, and SRSD Consulting, LLC. 

 

Five District employees, including three members of the Human Resources Department, one member of the Engineering Department, and one member of the Procurement and Materials Management Department reviewed each proposal.  Proposals were evaluated based on criteria such as:  understanding of the project, approach to work, experience completing projects of similar scope, technical competence, and cost.

 

Based on the initial evaluation, five (5) Proposers were scheduled to present and respond to questions from the District’s evaluation team. The proposers were then afforded the opportunity to submit an unqualified Best and Final Offer (BAFO) to the Director of Procurement and Materials Management.

 

Based on the overall evaluation of the proposers, Millan Chicago, LLC was selected to conduct individual coaching services for selected managers.

 

Millan Chicago, LLC has significant relevant experience and a high level of competency to conduct individual coaching services and validated assessments of managers.

 

Inasmuch as the firm of Millan Chicago, LLC possesses a high degree of professional skill, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement per Section 11.4 of the Purchasing Act, in an amount not to exceed $125,000.00.

 

The Diversity Section’s review of the request for proposal indicates that Affirmative Action goals are not recommended. These types of services are typically performed by a single provider at the provider’s facility which does not allow for any subcontracting opportunities. Therefore, Appendix A and Appendix V are not applicable.

 

Funds being requested for the 2024 expenditure, in the amount of $35,000.00, are available in Account 101-25000-601100. The estimated expenditure for 2025 is $35,000.00, the estimated expenditure for 2026 is $35,000.00 and the estimated expenditure for 2027 is $20,000.00. Funds for the 2025, 2026, and 2027 expenditures are contingent on the Board of Commissioners’ approval of the District’s Budget for those years.
