Dear Sir:

 

On December 18, 2008, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 01-198-AD Demolition of Sludge Disposal Building and Rehabilitation of Pump and Blower House and Coarse Screen Building at the Stickney Water Reclamation Plant, to IHC Construction Companies, LLC, in an amount not to exceed $28,490,000.00.  The scheduled contract completion date was February 1, 2011.

 

As of January 20, 2012, the attached list of change orders has been approved. The effect of these change orders resulted in an increase in the amount of $2,524,560.10 from the original amount awarded of $28,490,000.00. The current contract value is $31,014,560.10. The prior approved change orders reflect an 8.86% increase to the original contract value.

 

Repairs are necessary to the Air Filter Building and Pump & Blower House roof. During construction of the new roof, the existing roof deck was found to be deteriorated. The new roof cannot be installed until the deck is repaired. Dens Deck must be installed for proper adherence of the new roof to the deteriorated roof deck. The parapet between the Air Filter Building and P&B House also needs to be raised to achieve the proper roof flashing height. In addition, installation of a downspout and scupper in lieu of the contract specified roof drain and associated piping are necessary for drainage. The deteriorated roof deck also requires temporary roofing to protect the air filter bags in the Air Filter Building until the permanent roofing is installed, which cannot be done until warmer weather. The contractor submitted a cost proposal (CCO-052) for an extra in the amount of $89,064.32 and a credit in the amount of $2,750.00 for a “net extra” in the amount of $86,314.32. The engineer reviewed the proposal, found it reasonable, and stated via correspondence 852, that the Engineering Department would recommend its approval.

 

The change order is in compliance with the Illinois Criminal Code since the change is germane to the contract.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 01-198-AD in an amount of $86,314.32 (0.28% of the current contract value) from an amount of $31,014,560.10 to an amount not to exceed $31,100,874.42.

 

Funds are available in Accounts 101-50000-612680, 401-50000-645680, and 645780.
