Dear Sir:
Request for Proposal (RFP) documents and specifications have been prepared for Professional Services to Develop a Phosphorus Assessment and Reduction Plan for the Chicago Area Waterway System (CAWS), at the request of the Monitoring and Research Department. The contract begins January 1, 2020, and ends on December 31, 2023.
The purpose of this contract is to provide professional services to develop a phosphorus assessment and reduction plan for the CAWS, as required in the special conditions of the National Pollutant Discharge Elimination System permits for the O’Brien, Calumet, and Stickney Water Reclamation Plants. The permits require the Metropolitan Water Reclamation District of Greater Chicago (District) to form and work with a CAWS Nutrient Oversight Committee (NOC) to select a consultant that will study, develop, and prepare an implementation plan for phosphorus input reduction. The consultant must submit the plan to the NOC by December 31, 2023. The District is responsible for the cost of the consultant who is chosen to perform this work. The CAWS NOC has been formed and consists of one representative each from the District, the Illinois Environmental Protection Agency, and the involved environmental advocacy groups (Environmental Law and Policy Center, Prairie Rivers Network, Natural Resources Defense Council, Gulf Restoration Network and Friends of the Chicago River). The NOC will be responsible for selecting the consultant.
The consultant will perform the following tasks, as outlined in the permits:
1. Identify CAWS reaches with water quality data indicating the presence of unnatural plant or algal growth.
2. Propose phosphorus input reductions and/or other measures to eliminate the conditions determined to be caused by unnatural plant or algal growth and perform cost-benefit analysis based on preliminary designs and costs.
3. Prepare a plan and schedule for implementation of the proposed phosphorus input reductions or other measures identified in Task 2.
The estimated cost for this RFP is $1,317,360.00.
A bid deposit is not required for this RFP.
Appendix A will be included in this RFP. The type of work to be performed under this contract is within the professional services category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), Small Business Enterprises (SBE), and Veteran-owned Business Enterprises (VBE) goals. The MBE, WBE, SBE, and VBE goals for this RFP are: 20 percent MBE, 10 percent WBE, 10 percent SBE, and 3 percent VBE.

Funds for the 2020, 2021, 2022, and 2023 expenditures, in the amount of $329,340.00 per year, in Account 101-16000-612430, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
