Dear Sir:
Contract documents and specifications have been prepared for Contract 16-268-2V IWD and Construction Office Renovation, Calumet Water Reclamation Plant.
The purpose of this contact is to remodel the north half of the first floor of the General Administration Building to accommodate the needs of the Industrial Waste Division in Monitoring and Research and the Construction Division in Engineering. The existing six temporary trailers used by the staff of these two departments will be removed after accommodating staff in the remodeled facility. The existing roof on the entire General Administration Building has deteriorated to the extent that it needs replacement.
The project consists of the following:
1. Remodeling the General Administration Building.
2. Remove six existing trailers with associated accessories and utilities.
3. Remove and replace existing fume hood exhaust valves in the New Lab Building.
4. Replace roofing of the General Administration Building.
It is estimated that 22 jobs will be created or saved as a result of award of this contract with an estimated 13,100 man-hours of skilled trades utilized.
The estimated cost for this contract is $2,200,000.00.
The bid deposit for this contract is $110,000.00.
The contract specifications require that all work shall be completed within 400 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and/or Small Business Enterprises (SBE) utilization goals. The MBE, WBE and/or SBE utilization goals for this contract are: 20 percent MBE, 10 percent WBE, and 10 percent SBE.

Completion December 22, 2017
Funds are available in Account 201-50000-645780. Funds for the subsequent year, 2017, are contingent on the Board of Commissioner’s approval of the District’s budget for that year.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 16-268-2V.
