Contract documents and specifications have been prepared for 24-279-5F, Suburban Green Schoolyard Pilot Project 1 in Burnham (Project).
The purpose of this contract is to transform Burnham Elementary School's schoolyard into a vibrant and sustainable space by installing green infrastructure (GI) and other site amenities. The GI components include an infiltration basin with native plantings, porous playground surfacing, and permeable artificial turf, all with underground stormwater storage. The non-GI components include fencing, pathways, and site furnishings. Additionally, five alternate non-GI components are presented for bidding. These alternates, estimated to cost $400,000.00, may be selected for inclusion in the contract as funds are available and will be funded solely by outside agencies to the District. The Project is expected to help mitigate flooding in the project area and to serve as educational opportunities for the students and general public about the benefits of GI. The Project will reduce and attenuate stormwater runoff in the vicinity of the project area. All stormwater captured by this Project will infiltrate the ground, eliminating stormwater runoff into the combined sewer system. The volume of stormwater storage constructed will be included in the District’s annual report to the United States Environmental Protection Agency for the GI portion of the District’s consent decree.
It is estimated that eight jobs will be created or saved as a result of the award of this contract with 3,220 man-hours of skilled trades utilized.
The engineer's estimated cost for this contract is between $1,805,000.00 and $2,185,000.00, which includes the estimated $400,000.00 of alternates. The estimated cost range will be stated in the advertisement for bids.
The bid deposit for this contract is $86,250.00. Estimated expenditures for 2025 and 2026 are $1,100,000.00 and $800,000.00, respectively.
The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 540 calendar days after approval of the contractor’s bond. This contract begins in early 2025 and will extend into 2026.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under this contract is within the “Construction Services” category for establishing Minority-owned Business Enterprises (MBE) and/or Women-owned Business Enterprises (WBE) and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE and/or WBE and VBE utilization goals for this contract are 15 percent MBE and/or WBE and 3 percent VBE.

Funds for the 2025 in the amount of $1,100,000.00 are available in Account 501-50000-645620. Funds for 2026 are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-279-5F, Suburban Green Schoolyard Pilot Project 1 in Burnham.
