COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Executive Director

Title

Issue purchase order and enter into an agreement with Environmental Consulting and Technology, Inc. for Contract 25-CON-03, Suburban Green Schoolyard Pilot Project 4 in Franklin Park (Project 26-196-5F), in an amount not to exceed $434,164.48, Account 501-50000-612450, Requisition 1665210

Body

Dear Sir:

Authorization is requested to issue a purchase order and enter into an agreement with Environmental Consulting and Technology, Inc. (ECT) for Contract 25-CON-03, Suburban Green Schoolyard Pilot Project 4 in Franklin Park (Project 26-196-5F), in an amount not to exceed $434,164.48.

The professional services required as part of this contract will include final design engineering for the Suburban Green Schoolyard Pilot Project 4 in Franklin Park. This project will transform the East Leyden High School schoolyard into a vibrant and sustainable space by installing green infrastructure and other site amenities.

The time allowed for services to be performed under this agreement is 365 days from the date the contract is awarded. There are no provisions in the agreement for extension of time except for such reasonable period as may be agreed upon between parties.

ECT is registered and in good standing with the State of Illinois.

The Engineering Department conducted a consolidated consultant selection process to assess prospective consulting engineering firms for professional services for the planning and design of stormwater management projects. Requests for Statement of Qualifications were sent to twenty-five (25) firms, and twelve (12) responded. After reviewing all the Statements of Qualifications, nine (9) were chosen for interviews by the District’s selection advisory committee. Following scoring of the interview phase, the Engineering Department determined the highest-scoring firms in the following order:

1.                     Greenprint Partners

2.                     WSP USA INC.

3.                     Environmental Consulting and Technology, Inc.

4.                     Strand Associates, Inc.

While all the above firms are determined to be suitable to provide green infrastructure (GI)consulting services, ECT is being selected due to its next highest ranking after the first two (2) companies, which have already begun negotiations for a different GI consulting project. Consultants for future GI consulting contracts will be selected in the order of the above list until exhausted.

ECT has submitted a proposal in the amount of $434,164.48 for professional services for final design of Project 26-196-5F, as detailed above. The Engineering Department has reviewed the proposal and found it to be acceptable.

It is estimated that approximately thirty (30) people will work on the contract at various times with an anticipated total of 1,908 man-hours. The average payroll rate will be approximately $68.68.

ECT shall be paid an hourly rate based on the direct labor rate in effect for the year the work is performed, times an overall multiplier of 3.23, plus reimbursable direct costs, up to a total amount not to exceed $434,164.48.
