COMMITTEE ON PROCUREMENT

Mr. Brian A. Perkovich, Executive Director

Title

Authority to advertise Contract 19-603-21 Furnish, Deliver and Install Motor Excitation Control Equipment at Various Locations, estimated cost $680,000.00, Account 201-50000-645700, Requisition 1516159

Body

Dear Sir:

Contract documents and specifications have been prepared for Contract 19-603-21, Furnish, Deliver and Install Motor Excitation Control Equipment at Various Locations, at the request of the Maintenance and Operations Department.

The purpose of this contract is to procure and install eight exciter control panels for the main sewage pumps located at the Racine Avenue and North Branch Pumping Stations. The exciter control panels are used to control the synchronous motors on the large main sewage pumps. The new and upgraded exciter control panels will replace the existing, obsolete equipment that is increasingly costly to repair and has failed on a number of occasions, interrupting critical pumping operations.

The estimated cost for this contract is $680,000.00. The estimated 2019 expenditure is $53,000.00. The estimated 2020 expenditure is $627,000.00.

The bid deposit for this contract is $34,000.00.

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

The Affirmative Action Ordinance, Revised Appendix D and Appendix V will not be included in this contract because of the specialty nature of the contract, its material requirements and the lack of accessible scopes of labor.

It is estimated that this contract will employ 10-15 personnel.

The tentative schedule for this contract is as follows:

Completion                                                                                    December 31, 2020

Funds for the 2019 expenditure are available in Account 201-50000-645700. Funds for the 2020 expenditure are contingent upon the Board of Commissioners’ approval of the District’s budget for that year.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 19-603-21.
