Dear Sir:

 

On January 8, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 14-987-11, Railroad Track Maintenance in the Stickney Service Area, to Track Service, Inc., in an amount not to exceed $420,277.00. The contract will expire on December 31, 2017.

 

As of August 14, 2017, the attached list of change orders has been approved. The effect of these change orders resulted in a decrease in an amount of $3,074.93 from the original amount awarded of $420,277.00. The current contract value is $417,202.07. The prior approved change orders reflect a 0.7% decrease to the original contract value.

 

The increase is required to correct deficiencies in the railroad track adjacent to Lagoon No. 28 at the Lawndale Avenue Solids Management Area (LASMA). The curved section of track on this approach is out-of-gage and further deterioration could result in a derailment of biosolids dump cars. Railroad track crossties will also be removed and replaced at various locations from the Stickney WRP to LASMA.

 

This change order is in compliance with the Illinois Criminal Code since the change is due to circumstances not reasonably foreseeable at the time the contract was signed, and is in the best interest of the District.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 14-987-11 in an amount of $60,000.00 (approximately 14.4% of the current contract value) from an amount of $417,202.07 to an amount not to exceed $477,202.07.

 

Funds are available in Account 101-69000-612670.
