Authority to issue a 90-day permit to the Illinois State Toll Highway Authority to conduct soil borings on District Main Channel Parcels 31.01, 31.02 and 31.03 located adjacent to a segment of I-294 known as the Mile-Long Bridge in Willow Springs, Illinois.  Consideration shall be $10.00

Dear Sir:

 

The Illinois State Toll Highway Authority (“ISTHA”) is planning to rehabilitate a section of I-294 between 95th Street and Balmoral Avenue.  The Mile-Long Bridge, a segment of I-294 along this stretch to be rehabilitated, is adjacent to Main Chanel Parcels 31.01, 31.02 and 31.03 in Willow Springs, Illinois.  To prepare for the rehabilitation work, ISTHA has requested to access District Main Channel Parcels 31.01, 31.02 and 31.03 to conduct soil borings.  A 90-day permit is therefore being requested.  Main Channel Parcel 31.01 is currently vacant.  Main Channel Parcels 31.01 and 31.03 are currently under lease to the Cook County Forest Preserve District (“Forest Preserve”) for public recreational use.  This permit will therefore be subject to the Forest Preserve’s consent.  The District previously granted ISTHA a soil boring permit on September 1, 2016, for testing on these same parcels as part of its preparation for the bridge rehabilitation work.  The soil borings under the new permit will further help facilitate the design of the rehabilitation work for the Bridge.

 

The technical departments have reviewed this request and have no objections to ISTHA conducting soil borings.  A nominal fee of $10.00 is recommended as ISTHA is a governmental entity utilizing the property in furtherance of a public purpose.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 90-day permit to the Illinois State Toll Highway Authority to conduct soil borings on District Main Channel Parcels 31.01, 31.02 and 31.03 located adjacent to a segment of I-294 known as the Mile-Long Bridge in Willow Springs, Illinois.  Consideration shall be $10.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit after same is approved by the Acting General Counsel as to form and legality.
