Report on rejection of bids for Contract 16-419-12 (Re-Bid), Rehabilitation of Elevators, Main Office Building (MOB), estimated cost $425,000.00

Dear Sir:

 

On March 3, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids for Contract 16-419-11, Rehabilitation of Elevators, Main Office Building (MOB).

 

In response to a public advertisement of March 29, 2017, a bid opening was held on April 25, 2017.  All bids were rejected as reported at the Board meeting of May 18, 2017.

 

In response to a public re-advertisement of May 31, 2017, a bid opening was held on June 20, 2017.  The bid tabulation for this contract is:

 

                     SOUTH WEST INDUSTRIES, INC.,

                     DBA ANDERSON ELEVATOR CO.                     $389,000.00

                     PARKWAY ELEVATORS, INC.                     $424,900.00

 

Eighty-four (84) companies were notified of this contract being advertised and nine (9) companies requested specifications.

 

The Diversity Administrator’s review of the Revised Appendix D submittal by Southwest Industries, Inc., DBA Anderson Elevators, Inc., revealed that the WBE subcontractor is only providing material and equipment for their portion of the work.  No labor is being provided. In accordance to Section 11 (i) of the Revised Appendix D Ordinance, the purchase of materials and supplies can only be 25% of the goal attainment of 10 % participation.  If the bidder exceeds the supplier exception amount allowable as stated in the bid documents, the bid will be viewed as non-responsive. 

 

Therefore, the bid submitted by Southwest Industries, Inc., DBA Anderson Elevators, Inc., is considered non-responsive.  The Director of Procurement and Materials Management has informed Southwest Industries, Inc., DBA Anderson Elevators, Inc., of this action.

 

The Diversity Administrator’s review of the Revised Appendix D submittal by Parkway Elevators, Inc., also revealed that the WBE subcontractor is only providing material and equipment for their portion of the work.  No labor is being provided.  Therefore, the bid submitted by Parkway Elevators, Inc., is considered non-responsive in accordance to Section 11 (i) of the Revised Appendix D Ordinance.  The Director of Procurement and Materials Management has informed Parkway Elevators, Inc., of this action.
