Dear Sir:

 

On January 5, 2017, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 17-605-21, Cofferdam Construction and Removal at the Lockport Controlling Works. 

 

On March 16, 2017, authorization to amend the Board Order of January 5, 2017 was approved by the Board of Commissioners.  Revisions were made to the contract number, contract title and budget code.

 

In response to a public advertisement of June 14, 2017, a bid opening was held on July 11, 2017.  The bid tabulation for this contract is:

 

LAKES & RIVERS CONTRACTING, INC.                     $364,750.00

BALLARD MARINE CONSTRUCTION, INC.                     $697,542.83

ILLINOIS CONSTRUCTORS CORPORATION                     $768,700.00

                     

Six hundred thirty-six (636) companies were notified of this contract being advertised and thirty-five (35) companies requested specifications.

 

Lakes & Rivers Contracting, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $375,000.00, placing their bid of $364,750.00 approximately 2.7 percent below the estimate.

 

Lakes & Rivers Contracting, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 20 percent MBE, 10 percent WBE, and the bidder offers themselves to satisfy SBE participation.

 

The Multi-Project Labor Agreement (MPLA) is not included in this contract because the work site is located in Will County, Illinois.

 

The contract will require approximately six (6) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 17-605-41 to Lakes & Rivers Contracting, Inc., in an amount not to exceed $364,750.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

The contractor shall commence work upon approval of the Contractor’s Bond and complete all work within 60 days.

 

Funds are available in Account 401-50000-645720.
