Dear Sir:

 

Contract documents and specifications have been prepared for Contract 16-270-3P Covered Composting System, Calumet Water Reclamation Plant (WRP).

 

The purpose of this project is to construct a new covered composting system at the Calumet WRP to compost 62,500 wet tons/year of biosolids with woodchips and/or yard waste according to USEPA 40 CFR Part 503 Process to Further Reduce Pathogens protocol to achieve Class A pathogens standards.  The system will produce an exceptional quality Class A biosolids product and nuisance odors will be contained by the process.  The compost production will be a source of revenue for the District.

 

The project consists of the following:

 

1.                     Construction of a new Receiving and Mixing Area, consisting of one continuous mixer, a live bottom  hopper, belt conveyors and all associated electrical, instrumentation and control work.

2.                     Demolition of existing drying cells.

3.                     Construction of a new composting system, consisting of the following components and all the    associated appurtenances:

                                                15 Phase 1 concrete bunkers.

                                                12 Phase 2 concrete bunkers.

                                                27 GORE cover systems with air blowers and associated piping.

4.                     Complete tie-ins to the existing Calumet WRP electrical distribution system and control system   architecture.

5.                     Complete paving, site work, yard piping and other associated improvements on the Calumet WRP  site.

 

It is estimated that 236 jobs will be created or saved as a result of award of this contract with an estimated 56,585 man-hours of skilled trades utilized.

 

The estimated cost for this contract is between $22,453,250.00 to $27,180,250.00.

 

The bid deposit for this contract is $600,000.00.

 

The contract specifications require that all work shall be completed within 365 calendar days after approval of the contractor’s bond.  Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work. 

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract.  The type of work to be performed under the contract is within the “General and Heavy Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and/or Small Business Enterprises (SBE) utilization goals.  The MBE, WBE and/or SBE utilization goals for this contract are:  20 percent MBE, 10 percent WBE, and 10 percent SBE.

 

The tentative schedule for this contract is as follows:

Completion                                   December 7, 2018

 

Funds are available in Account 401-50000-645650.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 16-270-3P.
