Dear Sir:

 

Contract documents and specifications have been prepared to furnish and deliver collection, shipment, and analysis of the Thornton Composite Reservoir (TCR) and monitoring well samples and analysis of McCook Reservoir monitoring well samples. This contract begins approximately January 1, 2018.

 

The purpose of this contract is to obtain services for sampling and analysis of water collected at the TCR and monitoring wells, and analysis of samples taken at the monitoring wells for the McCook Reservoir to meet the monitoring requirements of TCR and McCook Reservoir operations. Analyses of these samples covered by this contract are those analytes that the District’s Analytical Laboratories Division are not equipped to handle.

 

Contractual services are needed to ensure that time-sensitive sampling is performed and completed during the period that water elevations in both reservoirs are higher than the -280 ft. CCD critical level.

 

Analytical data generated for these samples shall be submitted to the regulatory agencies in permit-required monitoring reports. This schedule will verify compliance with the environmental requirements to protect the groundwater.

 

The estimated cost for this contract is $97,640.00.

 

The bid deposit for this contract is $4,882.00.

 

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does fall within the provisions of the MPLA

 

The Affirmative Action Ordinance, Revised Appendix D will not be included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

 

The tentative schedule for this contract is as follows:

 

Advertise                               September 20, 2017

Bid Opening                     October 10, 2017

Award                                         November 2, 2017

Completion                        December 31, 2018

 

Funds for 2018 are budgeted in Account 101-16000-612490 and are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 18-100-11.
