Dear Sir:

 

On February 16, 2017, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 17-689-11 Test and Repair Underground Storage Tanks at Various Locations.

 

In response to a public advertisement of March 22, 2017, a bid opening was held on April 18, 2017.  All bids were rejected as reported at the Board Meeting of June 1, 2017.

 

In response to a public re-advertisement of June 28, 2017, a bid opening was held on July 18, 2017.  The bid tabulation for this contract is:

Three hundred and forty-three (343) companies were notified of this contract being advertised and eighteen (18) companies requested specifications.

 

Stenstrom Petroleum Services Group, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for the contract is $121,100.00, placing the bid of $142,800.00 approximately 17.9 percent above the estimate.

 

The Multi-Project Labor Agreement (MPLA) was not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The contract will require approximately two (2) people for the services.

 

Stenstrom Petroleum Services Group is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE) and/or Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 20 percent WBE and the bidder offers WBE credits to satisfy SBE participation.

 

The work under this contract shall commence upon approval of the Contractor’s Bond and terminate on December 31, 2019.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 17-689-12 (Re-Bid) to Stenstrom Petroleum Services Group, in an amount not to exceed $142,800.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2017 expenditure, in the amount of $34,165.00, are available in Accounts 101-67000, 68000, 69000-612240, 612490, 623070, 623270.  The estimated expenditures for 2018 are $53,330.00 and for 2019 are $55,305.00.  Funds for the 2018 and 2019 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
