Dear Sir:

 

On January 18, 2018, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 18-611-21, HVAC Improvements at Various Service Areas.

 

In response to a public advertisement of April 11, 2018, a bid opening was held on May 8, 2018.  No bids were received for this contract.

 

In response to a public re-advertisement of June 13, 2018, a bid opening was held on July 17, 2018.   The sole bid was rejected at the Board meeting of August 2, 2018.

 

In response to a public re-advertisement of August 8, 2018, a bid opening was held on September 11, 2018.  The bid tabulation for this contract is:

 

                     AUTUMN CONSTRUCTION SERVICES, INC.                     $1,850,500.00

                     INDEPENDENT MECHANICAL INDUSTRIES, INC.                     $2,269,000.00

 

Six hundred twenty (620) companies were notified of this contract being advertised and forty-two (42) companies requested specifications.

 

Autumn Construction Services, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the terms and specifications of the contract.  The estimated cost for this contract is $1,350,000.00, placing the bid of $1,850,500.00, approximately 37.1 percent above the estimate.

 

Autumn Construction Services, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 20 percent MBE, 79.7 percent WBE and the bidder offers MBE and WBE credits to satisfy SBE participation.

 

Autumn Construction Services, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized under this contract:  hoisters, sheet metal workers, pipefitters and electricians.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will require approximately six (6) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 18-611-23 (Re-Bid) to Autumn Construction Services, Inc., in an amount not to exceed $1,850,500.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

The Contractor shall complete all work within 540 calendar days after approval of the Contractor’s bond. 

 

Funds for the 2018 expenditure, in the amount of $100,000.00, are available in Account 201-50000-645680.  The estimated expenditures for 2019 are $975,000.00, and for 2020 are $775,500.00.  Funds for the 2019 and 2020 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
