TRANSMITTAL LETTER FOR BOARD MEETING OF OCTOBER 18, 2018

COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Acting Executive Director

Title

Report on rejection of bids for Contract 19-103-11, Furnish and Deliver Laboratory Coats and Coveralls, estimated cost $27,600.00

Body

Dear Sir:

On August 2, 2018, the Board of Commissioners authorized the Director of Procurement and Materials Management (P&MM) to advertise for bids Contract 19-103-11, Furnish and Deliver Laboratory Coats and Coveralls.

In response to a public advertisement of August 29, 2018, a bid opening was held on September 11, 2018.  The bid tabulation for this contract is:

FAIRMONT SUPPLY COMPANY                     $777,136.37*

 *corrected total

Two hundred forty-seven (247) companies were notified of this contract being advertised and twenty (20) companies requested specifications.

Fairmont Supply Company (Fairmont), the sole bidder, submitted a bid that did not meet the specifications of the contract document.  The contract requires the vendor to provide laboratory coats and coveralls on a weekly service basis.  Also, soiled items will be collected, laundered, and returned the following week.  However, upon further investigation, Fairmont indicated that they do not provide weekly services.  They could only sell the required items to the District.

Therefore, the bid received from Fairmont is rejected in the public’s best interest.  The Director of Procurement and Materials Management has informed Fairmont Supply Company of this action.

The Monitoring & Research Department will revise the contract documents and re-advertise.

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:cm

Respectfully Submitted, Barbara J. McGowan, Chairman Committee on Procurement
