Consideration shall be a nominal fee of $10.00

Dear Sir:
On July 12, 2018, the Board of Commissioners authorized the issuance of a 90-day permit to the Illinois State Toll Highway Authority (“ISTHA”) on the District’s Touhy Avenue Reservoir (“Reservoir”) site in Des Plaines, Illinois to perform surveying work and conduct soil borings in connection with the construction of the Elgin O’Hare Western Access Project. The permit, issued for a $10.00 nominal fee, commenced July 23, 2018, and expires October 21, 2018. The surveying work and borings are part of a geotechnical analysis for ISTHA’s bridge design work on the new I-490 Tollway that will be constructed along the west side of the O’Hare International Airport and connect to I-90. The District owns the northern portion of the Reservoir and the City of Chicago owns the southern portion. Accordingly, the permit only applies to surveying work and soil borings conducted on District land.
ISTHA has not completed its work under the permit and has therefore requested a three (3) month permit extension. The District’s technical departments have reviewed ISTHA’s request and have no objections thereto. A nominal fee of $10.00 is recommended as is customary for governmental entities using District property for a public purpose.
It is requested that the Acting Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance a three (3) month permit extension to the Illinois State Toll Highway Authority on the District’s Touhy Avenue Reservoir site in Des Plaines, Illinois to perform surveying work and conduct soil borings in connection with the Elgin O’Hare Western Access Project. Consideration shall be a nominal fee of $10.00.
It is also requested that the Acting Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the permit extension agreement on behalf of the District after it is approved by the General Counsel as to form and legality.
