Dear Sir:

 

On November 3, 2016, the report on advertisement for the request for proposal 17-RFP-14, Biogas Purchaser for Vehicle Fuel from the Calumet Water Reclamation Plant, was sent to the Board of Commissioners.  It was anticipated that the successful proposer will construct a fueling station in the vicinity of the interchange at 130th Street and I-94, and sell compressed natural gas (CNG) for vehicle fuel.

 

On May 17, 2017, the request for proposal was advertised and responses were received on July 21, 2017.

 

Fifty two (52) firms were notified of this request for proposal (RFP) and thirty one (31) firms requested proposal documents.  The tabulation of proposers is as follows:

The District’s staff recommends that 17-RFP-14 be rejected because the RFP specifies that the District will treat the Calumet WRP’s digester gas to remove impurities prior to delivering the gas to the successful proposer for this RFP.  The District is no longer pursuing the contract to clean digester gas to pipeline quality.

 

Staff recommends to reject all proposals.  The Director of Procurement and Materials Management concurs.  Therefore, all proposals submitted under this RFP are rejected in the public’s best interest. The Director of Procurement and Materials Management has informed all proposers of this action.

 

The RFP will not be re-advertised.
