Dear Sir:

 

On August 8, 2019, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 20-612-11, Street Sweepers at Various Locations.

 

In response to a public advertisement of October 30, 2019, a bid opening was held on December 3, 2019.  The bids were rejected as reported at the Board Meeting of February 6, 2020.

 

In response to a public advertisement of August 12, 2020, a bid opening was held on September 1, 2020.  The bid tabulation for this contract is:

 

ADVANCE SWEEPING SERVICE INC.                     $166,924.80

 

This contract is to provide street sweepers with operators at the Lawndale Avenue and Calumet Solids Management Area.

 

The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited.  A planholders’ survey revealed the following reasons for not bidding:  can not provide the services.  In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.

 

Advance Sweeping Service, Inc., the sole bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $177,000.00, placing the bid of $166,924.80, approximately 5.7 percent below the estimate.

 

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because of the specialized nature of the work involved.

 

The Affirmative Action Ordinance, Revised Appendix D was not included in this contract. Based on the Diversity Section's review, this contract indicates that neither direct nor indirect subcontracting opportunities will be practicable or cost-effective. This requested service is not divisible.

 

The contract will require approximately two (2) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 20-612-12 (Re-Bid) to Advance Sweeping Services, Inc., in an amount not to exceed $166,924.80, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

The work under this contract shall commence upon approval of the Contractor’s Bond and terminate on December 31, 2022, or upon expenditure of available funds, whichever occurs sooner.

 

Funds for the 2020 expenditure, in the amount of $59,000.00, are available in Account 101-66000-612420.  The estimated expenditures for 2021 are $53,961.96, and for 2022 are $53,962.84.  Funds for the 2021 and 2022 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
