Dear Sir:

 

On March 5, 2020, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 20-627-11, Repairs to Air Compressors and Air Dryers at Various Locations. 

 

In response to a public advertisement of September 9, 2020, a bid opening was held on September 29, 2020.   The bid tabulation for this contract is:

 

ANCHOR MECHANICAL, INC.                     $119,780.00

 

The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited.  A planholders’ survey revealed the following reason for not bidding:  could not provide the services.  In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract. 

 

Anchor Mechanical, Inc., the sole bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $129,500.00, placing the bid of $119,780.00 approximately 7.5 percent below the estimate. 

 

Anchor Mechanical, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  pipefitters.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions. 

 

The contract will require approximately two (2) people for the services.

 

The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Small Business Enterprise (SBE) utilization goals for this contract are 20 percent MBE and/or WBE, and 10 percent SBE. 

 

Anchor Mechanical, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The bidder has committed to 30 percent MBE, and offers MBE credits to satisfy SBE participation.

 

The work under this contract shall commence upon approval of the Contractor’s bond and terminate three years thereafter or upon expenditure of available funds, whichever occurs sooner.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 20-627-11 to Anchor Mechanical, Inc., in an amount not to exceed $119,780.00, subject to the contractors furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2020 expenditures, in the amount of $7,571.00, are available Accounts 101-67000, 68000, 69000-612600, 612650.  The estimated expenditure for 2021 is $43,100.00, for 2022 is $45,696.00 and for 2023 is $23,413.00.  Funds for the 2021, 2022 and 2023 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
