Contract documents and specifications have been prepared to advertise Contract 21-103-11 to furnish and deliver MIDI-VAP 4000 phenol distillation units and associated glassware for the Industrial Waste Analytical Laboratory of the Stickney Water Reclamation Plant (SWRP). This contract expires July 30, 2021.
The purpose of this contract is to obtain two MIDI-VAP 4000 phenol distillation units and associated glassware. The Industrial Waste Analytical Laboratory, located at the SWRP, is the sole location for manual phenol analysis. This analysis measures phenol for National Pollutant Discharge Elimination System permit samples and special conditions monitoring. It is also used to confirm industrial user’s discharge violations for the Industrial Waste Division. These units will replace two older systems, in which the glassware is no longer supported by the vendor.
The estimated cost for this contract is $32,800.00.
A bid deposit is not required for this contract.
The Multi-Project Labor Agreement is not applicable to this contract because it is primarily a furnish and deliver contract.
The Affirmative Action Ordinance, Revised Appendix D and Appendix V are not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.
Section 4, Coverage: The following provisions, to be known as "Appendix D" together with relevant forms shall apply and be appended to every construction contract awarded by the District where the estimated total expenditure is in excess of $100,000.00, except contracts let in the event of an emergency contract pursuant to 70 ILCS 2605/11.5."

Funds are available in Accounts 101-16000-623570 and 634970.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 21-103-11.
